Players are statesmen living in and making a difference in the same society. With the political power they acquire the players try to push through laws that are based on four principal values that determine the general atmosphere in the society.

Each round players play and score Topic cards. These cards determine how high or low each value rises or falls and they also bring points in those same values. The higher a value stands the more points players get by playing that value. Later, players can use these points to push certain laws through which gives them special abilities as well as victory points that eventually determine the winner.
